Rachel Bellamy

I am an accomplished finance leader with a proven ability to guide organizations through financial and operational transformation, bringing more than 20 years of experience across global nonprofits, consulting, and complex professional services firms. Through Bellamy and Love, I provide fractional CFO and project-based advisory services, partnering with executive teams to strengthen financial strategy, improve finance operations, and support sustainable growth.

I previously served as Chief Financial Officer at PAE Consulting Engineers, a 400+ employee engineering firm with over $90M in annual revenue, where I led financial strategy, long-range planning, and operational improvements across corporate finance, project finance, and reporting functions. Prior to that, I served as Interim CFO and Global Controller at Mercy Corps, overseeing finance operations for a $530M international nonprofit organization operating in more than 40 countries and managing global accounting, treasury, compliance, and financial planning teams.

Earlier in my career, I held leadership roles at Russell Investments, where I led enterprise finance transformation and internal controls initiatives. I began my career in auditing with Deloitte & Touche, specializing in financial reporting, derivatives compliance, and risk controls for large energy trading companies.

In addition to my professional leadership, I am actively engaged in community service and governance. I currently serve as Board Treasurer for Rose Haven women’s day shelter. I have also served as a Diversity and Inclusion Executive Sponsor at both Russell Investments and PAE Consulting Engineers, a member of the Teach and Practice Sustainability Committee for the Lake Oswego School District, Event Planner and Treasurer for Tacoma Convoy of Hope, and an Audit and Advisory Board Member for the City of Tacoma.

I am recognized for building alignment across teams and leadership, and I work closely with executive teams and boards to strengthen financial infrastructure, improve decision-making, and position organizations for long-term success.

I’m a strategic operator and former CEO with more than 20 years of experience helping organizations translate vision into disciplined execution. Throughout my career, I’ve built and led teams across technology, operations, and go-to-market functions, partnering closely with executive leadership to drive alignment, scale initiatives, and improve organizational performance. I currently serve as a Fractional COO and Chief of Staff with Bella Financial, where I work alongside senior leadership to strengthen operational systems, support growth initiatives, and create the clarity and coordination needed for teams to execute effectively.

I’m also the co-founder and former CEO of MustDeliver, a B2B SaaS platform that applied advanced AI and real-time data to optimize vehicle transportation logistics. Under my leadership, we developed intelligent pricing, messaging, and tracking systems that improved coordination between shippers and carriers while increasing transparency and operational efficiency across the logistics network. As CEO, I worked across product, engineering, operations, and client teams to bring the platform from concept to launch while building the organizational infrastructure required to support growth.

Earlier in my career, I founded and led Combustible Marketing as Managing Partner, guiding brand development and large-scale marketing initiatives for a diverse group of clients, including national consumer brands. I began my career in the ski industry as Marketing Director for Monarch Mountain in Colorado, where I developed early expertise in experiential marketing, partnerships, and event operations.

I’m known for a collaborative leadership style and for navigating complex environments with clarity and discipline. My work brings together entrepreneurial experience, operational rigor, and strategic communication to help organizations move forward with focus and momentum.
